I think this is just a way for him to end Megadeth and still save his face. He said prior to the last album that he would end it if it didn't sell well. He couldn't see a point in trying if the album flopped as bad as Risk. Well it did, and now he ended it.

He shouldn't have left Capital. Being buried at a major can still be better than an indie. Sanctuary did the most promotion they ever did for a record, and all it got was 100,000 copies. Capital could have had that amount sold in a week. I'm not sure it would have mattered, but I'm sure Capital could have gotten three or four times the amount sold (which still would have been less than gold) Capital has enough muscle to have gotten some more airplay out of singles from the record too.
