I personally don't think it'll happen. it's on the surface a clever idea that gets great publicity, but dig into it and there would be alot of compexities

how much you drive for business
you'd have to be a taxpayer (and rightly so)
shouldn't the people who pay more taxes get more of a rebate (I can see this one coming)
