If you use Paint Shop Pro (version 5 or later I think) :
1. Open the file you wish to use for an avatar.
2. If the file contains a lot of stuff you don't need in the avatar,
use the "Crop" tool; make the selection you want to keep with
this tool, then push the "Image" button -> "Crop"; all the
excess material is removed.
3. Now click image again, and resize. Disable the option that
keeps aspect ratios consistent.
4. Type in the size you want to resize the picture too, in your
case 70 in both boxes (70x70)
5. Now your picture is resized for avatar use!
The picture's format may become a little weird; for instance, my avatar (which is myself) has been pressed, so that I look a little less long-faced than I really am. If I had taken the time, I could have adjusted to make the picture more like it was originally but hey I didn't care, I was wearing King D style makeup anyway
