The order or processing in that video makes little sense...
Anyway, yes you can improve tracks that are clipped. Like I mentioned before - iZotope RX. This doesn't undo the clip, it simply mends/heals it by doing some rebuilding of the wave to improve it. You're not unclipping - you're sort of synthesizing in place of.
