Drum tuning help

im having some trouble tuning a kit right now - basically all but one lugs are tuning fine, but one of them is way looser than the others and I cant tune it low enough to get the whole drum in tune.

really annoying as its a bit sharper than all the others and im not sure whats causing it.

take the lug out and try another lug to it to see if the problem is in the screw or the bolt part. If it is the screw (the one you can take away), just get another one from a music store for like ~$1.
