Dummy load or not?

I've searched for this quite some while now, but haven't really found an answer yet.

Is it safe to power up my triple xxx without a cab connected while it's on standby? Or do I still need a dummy load?

CJwall have recorded some clips with impulses and he used an Engl Fireball w/o speaker connected, with Standby turned on.
I have built a dummy load with 15€ with 4 power resistors. Very simple

But it's safe to have it without cab and standby on?

When the amp is on standby, the tube heaters are on but there is no
high voltage flowing through the tubes. There is no risk of damage in
that mode.
