There was a short lived funk thing going on in the early nineties I think - remember (toss like) Mordred ? I also remember Mind Funk, though as I recall they weren't actually all that funky past their debut.

There was a spate of half-assed thrash / funk hybridisation, not to mention that back then stuff like Faith No More and Red Hot Chilli Peppers found space in mainstream metal magazines.

Are there enough funk metal bands to even have a funk metal subgenre?

That was what I was thinking. Extreme are (I believe) the band who coined the phrase "Funk Metal" & the only... um... "Funk Metal" band I know about. They slay hard. Recently I had a dream that their new album was fucking amazing from all angles.
