Yeah, it just leaves the law-abiding citizens at risk. 'Cuz we all know that the criminals all get their guns at their local gunshop and fill out all the pertinent paperwork. 
Some hick town, I forget where, actually went the reverse of this and required every household to have a firearm for protection. You know what happened to the crime-rate? It went down to near nil. Johnny Criminal Motherfucker isn't gonna go breaking into a house where he knows he will be getting his head blown across the wall. He'd rather go to San Fansisco where they all lisp each other to death.
