You can explain it to the needy, still, what they'll see is that they could make ends meet then but they sink into poverty now. Or even if they don't, the differences in wealth between people are much more visible now and that's why they are angry. So maybe the state made them believe they can prosper if they work, no one believes that now, cause there's a lot of disillusionment.
