Is TOOL metal?

How are they NOT metal? They're certainly heavier than Dream Theater or Symphony X and THEY're concidered metal. Heavy Distorted Guitar, clean, quiet, to angry singing, ass-kicking percussion: Metal Elements.

I don't consider Dream Theater to be metal AT ALL. I haven't heard enough Symphony X to say anything about them, and what I heard made me never want to hear them again.

I have heard loads of Tool and loads of Prog Rock and Prog Metal and there is no way i would call Tool progressive

I would call them prog-metal. You may dispute the metal, but the prog elements are abundant on Lateralus.
