That's strange. I've never lived in a building, or looked at a building before, that didn't include water in the utilities. It's not like this was only NYC or Oak Park. I've looked around in quite a few cities in the past few years.

Was your rent, or any maintenance fees, lower than similar buildings that included water?

Not that I really noticed. The last apartment I lived in was in Normal, Illinois. I lived in that shithole state for four months and we had to pay the city for water, sewer and electricity.

Prior to that, here in my home state, I think I recollect only having to pay for electricity. I lived in alot of apartments throughout my life but mainly my childhood so I don't really know what expenses were paid. I suppose it all depends on how greedy the landlord is, really.
