Hey I have a midi track that has two program changes - 19 and 24. I need to transfer all G#2 notes that are on program change 19 to D4 notes. And I need to keep the rest of the G#2's the same. How do I do that???

you may be confusing "program change" with Midi Note Numbers.... reference that chart to translate Midi Note Numbers into Musical Note + Octave indicator... from there use the Transpose function of your midi editor window in your DAW.
