by the way it's a transylvanian (old hungarian area) traditional clothes, here is the original
and yes, it's a skirt!
or...these are skirts, these old women wore a lot of skirts (and I think no underwear)

that photo (I mean that pose) reminded me of the gossipy old women who went regularly to a market
but I think you can't imagine that it's some kind of hungaricum
