From what my Dad its the musical center of the US, so I was thinking of going to College there (I'm currently a Freshman in High School) So does anyone know any good places to perform to get noticed? Also any good colleges too (locationwise)?

I would try to assimilate yourself into your own local scene before you think about one many miles from you.
 
Yeah, I wouldn't be too obsessed with NYC. See what naturally devlops in your musical and academic careers. And definitely concentrate on your local scene for now.
 
I'm not going much for a Metal scene.

thinking about it... your only a freshman in HS? .... you have a long while before you ever move here to NY... don't plan that far ahead lol you might be a different person when you finally reach the 12th grade.. in the meantime just play with your band, practice your instrument and have fun... otherwise follow my previous post... There are alot of colleges in NYC and since you didn't say what major I can't recommend any other then my personal favorite New York University in The Village where there are alot of musicians and such living and playing gigs for all types of music... this is the Village:

Yes I know I am just a Freshman but I wanna do a tiny bit of planning right now, not too much because I don't want to do everything at the last minute like I usually do. And I am concentrating on my local scene. It kinda sucks that the rhythm guitarist of my band has no lessons, I don't think he can play some of the riffs I made up, it'll be a few months til he can cause he doesn't get lessons til the school year starts. Anyways I'm lead guitar in my band, and the songwriter, and force-everyone-to-jam person. And my band has no songs yet.:erk:
 
Something you might consider looking at is the Princeton Review, especially THIS list of the twenty best college radio stations. I don't know what play, but I'm attending UMass Lowell this fall and it's pretty easy to get involved with their radio station and they've got certain times devoted to each genres of music, I imagine that most colleges are the same.

I think Vassar college would be an awesome place, if I remember correctly they're near Poughkeepsie NY or in it(lol) and they've got The Chance Theatre there which is incredible.

A. you need a new band where it's members are more dedicated.. your "bandmates" are treating this more like a hobby then serious

B. You do not need lessons to learn guitar... though some people do because they are incapable of learning on their own... but others do just well learning on their own...
