agreed. Tell us what you want to do and we'll tell you how to get there, but it's kinda hard to help out with such arbitrary questions.
But in case you really want to normalize, this should be either in effects or audio (at least thats where it is in Cubase). And what it does is it raises (or lowers) the overall level of a piece of audio hence amplifying the dirt and noise as well. If it happens it happens after recording, since you need to have something to normalize in the first place.
Look through the forum for tips on recording. If you record properly you will never need normalization.
