Im not too familiar with Ministry but i wouldn't be surprised since they tried to go industrial. But yeah a big WTF moment, especially since Coma of Souls was released only two years prior to it. 92-93 to like 97-98 was a very weird time for thrash.
Man I chucked on Coma of Souls after just to make sure I wasn't misremembering Mille's vocals and he sounds fucking insane on that album. Pure mastery. So yeah definitely a conscious choice to sing like a twat.

I havent listened to Force of Habit in years but i dont remember it being too bad. Dont think ive ever heard that Flotsam album.

Pretty sure Millie's spoken a few times about how big of a mistake the "industrial" phase of the band was. At one point he was blaming the label for telling him what to put out, but I'm fairly sure in recent years he's mellowed a bit and now accepts that it's a mistake he shouldn't have let happen.
