Yeah, that's the typical slow flash effect. There are two variants of it: rear-curtain sync and front-curtain sync.
Both of these variants require you to keep the shutter open for a little bit longer than you would expect for a flash shot. The difference between them is that front-curtain sync fires the flash at the very beginning of the exposure and then leaves the shutter open (without flash) for the rest of exposure time. Rear-curtain sync starts the exposure and only fires the flash right before the shutter closes down.

In static subject, it helps keep the background illuminated (if you notice, most close shots taken with flash end up having a really dark background because most of the flash light is reflected right from the face).

In moving subjects, it has this effect (the bike is moving forward in both of the shots):
