Paying For Stems

Recently my friend just went in to a studio and recorded a single for his band, and he asked the audio engineer if he could have the stems to the song and is getting charged 60$ extra for it. Would any of you call this a ripoff?
 
Is he getting the stems with a USB or does the engineer have to send him the stems? Cuz if its the first he shouldn't really pay that for something that takes no time to do. But if the engineer have to send the stems and has like limited/slow internet access he could take a small charge. But not 60$ imo...
 
Bullshit, he's just being a dick. If he wants to ask a fee then it should be higher than 10 bucks for the 20 minutes it might take. It's their material and they have a right full ownership of their own multitracks.
 
Thanks for your opinions, I didn't agree with it either I just wanted to see what other people thought about it.
