I don't think this law will ever fly, especially considering probably about 25% to 30% of Youtube posting is violating copyright....
What it might do however is scare enough people that are currently posting copyrighted material, to cool it while they can, becuause they may end up going after the heavy posters in the long run.... Youtube is way out of control though. I think anything and everything is on there these days....
