Not sure what you're asking about.
The 'jack' is the part where the guitar cable goes, and has a ring around it. That can be tighened by hand, rotating the ring. It's only service it to hold the connection tight to the faceplate.
Secondly, the screws are the mounting for the jack. If it's a crosshead (phillips) or flat (slot) screw driver required, I don't know. Usually a 2/3mm screw driver will do it.
If the screws are rusty then tap the screw driver in with a hammer. That might help to get some traction in the head. Otherwise, you'll have to drill out the screws or break the plate off and fit another.
