That seems to be a trend with small to medium sized cities in America. It's like they're only concerned with cleaning up the major cities (NYC was one of the lowest crime rates in America for fuck's sake). I guess if your city isn't a big draw for tourists, then crime prevention and law enforcement aren't high priorities for your local government. My city is prime example. In the last 5 years we have built a $140 million baseball stadium that will only get used 2 weeks a year, a $25 million dollar pedestrian bridge (wtf?) across the Missouri River that leads to nowhere, but have consistently seen an increase in homicides year after year.
