The city's fucked, so there's nothing to do except destroy ALL of the buildings block by block, flushing out the gangstas and lootas with flamethrowers and grenades, and let the floodwaters wash the dead bodies to the other side of the city where bulldozers can clean up the mess once the dams are fixed. Then we can rebuild the city accordingly.
