Strange Problem (Computer-based)

Recently I installed language support for Eastern languages (Chinese, Korean, Japanese, etc.) simply because I'm trying to learn Japanese using Kanji. Since I lost my XP Pro disc, I had to download each needed file one at a time and install it that way. After I was finished, Windows would tell me that a .dll file was unrecognized (I knew which one it was) so I decided to uninstall it. I got a XP Pro disc and reinstalled it. The installation went smoothly, but the outcome was unexpected. After I installed the support and rebooted my system, I added the language for use. When I would try to go to the propeties, well....here's what I get:

An incomplete dialog and it appears that the characters are not readable. Also, when I would try to type something in Japanese (ie via AIM/Trillian) to someone, he told me that the characters are like, halves. I don't really understand this. Any suggestions/answers?
