SUPER annoying problem with taskbar/expanding programs.

This is kind of irrelevant to everything, but hopefully someone can help me because it's driving me crazy.
I'm on an HP Pavilion with Windows 7, btw.

So, whenever I have Google Chrome or iTunes or something open and drag it to the top so it'll expand to the whole screen, it doesn't stop at the top of the taskbar like it should (or use to).
It either completely covers it or the bottom of the web page or whatever is transparent under it.

I want it so that the top of the taskbar is where the bottom of whatever I'm looking at stops there.
 
This has happened to me before. All the programs would expand too far and the bottom bar and bottom scroll button in Firefox would not be visible.

What I did is try to make the bar move from it's normal position. So I tried a few things.

1) I unlocked the taskbar and changed the height.

2) After changing the height back to normal, I enabled auto-hide on the taskbar, letting it disappear before disabling the function again.

After this I just restarted my programs and they worked again.
