weird, Talin is an Armenian name.

I don't speak Mongolian, so I don't know the meaning of this word in this context. In the CD-booklet it says about this song that it's an improvisation over a Japanese melody with poems by a Mongolian poet about several incidents in the 12th and 13th century when Ghengis Khan changed the world of that time drastically.
