Bands only make money off of ticket sales, meet and greets, and t shirts. Not albums. Albums are just promos for the tour and more t-shirts. This is one of the big reasons albums suck so badly these days, maybe the single biggest reason.
Megadeth has to appeal to more than just people who know who Lee Rausch was. They didn't get to be a multi-plat artist by only appealing to the kind of folks who post on metal message boards. They dumbed and slowed down their sound on "Countdown to Extinction" and "Youthanasia" and started selling a lot more units. Megadeth "fans" outside of message boards like this probably mostly just love their hits. Same thing with Metallica. "Real fans" are a small fraction of your audience. Keep in mind that Dave's mission has always been to compete with Metallica. He didn't want to be relegated to obscurity.
I didn't care for Jimmy's drumming on that album either, but it was no worse than the songs themselves. I don't think Jimmy was holding them back. I'd rather have him in the band than Kiko, who I think stinks TBH.
Dave was careful about who he got, he just wasn't trying to appeal to thrashers. He is a huge Alice Cooper fan (and friend) and got guys from his band who could play the material, knew how to act professionally, and were available to tour for long stretches. It's far from my dream team, but I can definitely see why they were picked.
(My dream team would have Hoglan on drums and bring back Broderick on lead guitar).
I can't think of a single thrash song better than Headcrusher since it came out in 2010 or so. Those riffs, all the solos, the arrangement .... it was all as glorious as the heyday of 80s thrash. Only held back a bit by that Andy Sneap-ish production.
