I think if he got rid of the upload picture option it would save a lot more bandwidth than signatures, but maybe not. Maybe they should put a size limit on signatures. I like having 'em.

I agree on the picture, no uploading or attaching pictures or pictures in signature, would drop the bandwidth like a stone (and piss a few people off that need to be pissed off anyway (you know who you are, spam people) ).
Avatars are more important then signatures, they help identifying people, unlike signatures (not to mention, you can always have a signature as a part of your message).

Forgot to add, limiting the avatar size to 60x60 pixels or even 50x50 would also help a lot.
