Mer de Noms is pretty good, Thirteenth Step is amazing, Emotive sucks, and they are quite good in concert. But Tool is my favorite band evAr, so yeah I choose Tool.

I'd chose Tool. APC has so many great musicians, and it looks real good on paper, but the final product ends up being quite boring

Ok here's what I have to say. Tool=kick ass music. APC=slow and borring. No offence to all of those APC fans. I just think that TOOL is better.
