I find it funny that someone would call a band as vastly influential as Pantera "not artistically relevant".

I think when people speak of artistic relevance they mean something along the lines of 'adding something of value to some artform'. Pantera was influential in the sense that they helped make that particularly insidious form of niggerdom, groove, more accepted in metal, but they certainly added nothing of value to the genre.
