Tuning Steve's Control Denied Stuff

So while I checked out his "Breaking the Broken" tab on his site....I was mystified by something. He tunes his 5-string DGCFBb, which means he uses a high-C string as opposed to a low B. Does he always do this, or what?

that is what i initially thought a 5 string bass would be tuned as instead of BEADG

But was that more to do with the reason that the amps at the time couldn't handle a low B but could manage with a high C.
