So this has been bugging me for quite some time now.

What is the appropriate response to "cheers"?

In the US, someone says "thank you" and you respond with "you're welcome" but I have no fucking idea what the proper thing is to say when I am dealing with artists from overseas and they say cheers as a form of "thank you"

Halp?

Sorry, I'm of absolutely no help. It's just when I read "what's the appropriate response to cheers"...I flashed back to old episodes of 'Cheers'.

Norm! What's going on, Mr. Peterson? The question is, what's going IN Mr. Peterson.
Norm! How's it going, Mr. Peterson? It's a dog-eat-dog world...and I'm wearing milk bone underpants.

 Sorry...back to the topic....

it's quite entertaining to observe those situations in Germany...whenever I take a UK artist to my favorit kebab shop for example and they say "cheers" when the kebab guy hands them their food....now most of those guys aren't even fluent in German, but "cheers" sounds very close to the German "tschüss" (goodbye), so the situation usually works like this (translated):

kebab is ordered and handed to the artist, artist says "thanks", kebabguy says "goodbye", artist sits down and eats....

try that next time someone says "cheers" ;)
