I think Y is a vowel after a consonant (sound) withing one word, as in 'why' where the 'w' is the consonant sound, and as in 'dye'.
It is indeed a tricky one, since the 'j' sound is sort of a semi-vowel, meaning it has many characteristics of a vowel soundwise when it's used in a word. Although if you take the 'j' as a sound on it's own it is just a lenis consonant.

Y doubles as a vowel after a consonant cause it sounds like "I". Pretty much.
