@Karhu: The thing about the horse meat scandal in Europe is that is said "beef" on the label. So it is a massive fraud (the horse being cheaper than beef). Besides, the origins of the said horse meat are absolutely unclear and the problem is that it might have come from race horses, which, as you can imagine, have been pumped up with various drugs and antibiotics throughout their life. And they have never been meant for eating.
As for eating horse, in some European countries it is perfectly acceptable - France and Italy, for example.
Here, in Bulgaria, it is considered a delicacy - in some specialised stores they sell horse sujuk (dry spicy sausage) - for three times the price of the beef sujuk. I haven't tried it because I only found it recently (though I have heard of its existence before), but am planning to buy some, because mom said it is great. In the villages they also make donkey burger patties, which, I am told, are also very nice. In general, Bulgarians, having arrived here from the Central Asian steppes on horseback, are not averse to eating horse.
