Counter-Strike Source problems

Ok here's the thing. I have played source some months, and yesterday a friend of mine bought the game. He has updated the game and his computer stand to the minimal requirements.

But when he try to join or host a game, the game load for a while then just stop. It just stand still, the computer is not frozen or something.

So guys, what do you guys think can be the problem? We have tried playing on minimal graphics but the problem is still there.

You won't be able to host a game on minimal requirements you need above recommended for it to run smoothly because it has to supply textures navigations and ect. to all players try running as an dedicated server or update drivers (though i doubt that's your prob)
