Frozen is one of the most depressing albums I have ever heard, and I love it. 
Aside from what's already been mentioned, I'd also put The Bronx Casket Co. - s/t in this category (the albums that came after it were pure garbage).
For that: Stratovarius - "Fourth Reich", from Dreamspace.

I love this style of music...it sets a mood along with some candles:
Along w/ the Katatonia, Tiamat, My Dying Bride, Rapture, Sentenced, Anathema suggestions, here are a few of my faves:
3rd and the Mortal- Tears Laid in Earth (this gem from 1994 may be my all-timer...moody, doomy, atmospheric and the angelic vocals of Kari Rueslåtten)
Flowing Tears- Jade (2000 brilliant debut)
On Thorns I Lay- Crystal Tears (amazing release from 1999)
What these groups all have in common is that their follow-ups failed to meet the brilliance of their predecessor...a true indicator that these releases were special.

This is one of my favorite genres in metal...
Other than the bands already mentioned, I'd add the Gathering..
Mandylion/Nighttime Birds fit the genre pretty well... And even some of their most recent work... Souvenirs is also very "dark".. It's not exactly metal , but the atmosphere of the album is similiar to what you are looking for.
Well, I'd recommed the entire Gathering catalog... but I am biased, they are my favorite band

Exactly the album which immediately came to my mind. I'd also recommend their EP "Sorrow".
And something in the vein of early The 3rd And The Mortal (though maybe not as good, but judge for yourself):

You need to go back further! 'Crystal Tears' is a good album (and I agree, its follow-ups are inferior versions of it), but its predecessor, 'Orama' is a desert-island album for me. The production is odd, but it's oddly brilliant, and gives the whole thing an atmospheric cohesion and uniqueness that was lost once they shifted to the more simplified and standard goth-rock style of 'Crystal Tears' and its follow-ups.
In other news, it's interesting to note that almost all the bands mentioned in this thread are a lot more depressive/atmospheric than Sentenced. I love Sentenced, but they're pretty much a pop-rock band (in their latter days), who happens to have a lot of suicidal lyrics.
