As public drunkenness is illegal in most places, the police in question are technically performing their jobs. Essentially, they are saying that bars are a place to drink, but not get drunk. Bars are supposed to stop serving anyone that appears to be drunk, and most bars are required to remove anyone who appears to be unconscious.
