Snagged myself a spike right now, and there's all sorts of processes popping in and out of the resource monitor:
svchost.exe(netsvcs)
svchost.exe(LocalServicePeerNet)
saUpd.exe
svchost.exe(LocalServiceNetworkRestricted)
mcsacore.exe
Thing is...even when the combined total activity drops down to below 20,000 b/sec and with no more than 3 processes, the spike is still affecting the computer.
Does any of this mean anything?
