Most likely after an announcement that the fest will continue, and then when it's convenient for everyone up to a certain point that we can all agree on. As to who, I have no problem throwing my hat into the ring, but anyone that we all trust with a Paypal account I'm sure could do a fine job. The funds would then be remitted in bulk to a designated Paypal address from the promoters.
