Help me to figure out why my Interface stutters on the new computer..

It sounds like conflicting IRQ's.
Check in the device manager for conflicting IRQ's, if you do you should check if you have APIC enabled in bios.

It basically is fixed now. The problem doesn't occur anymore, since I started using the USB connector. I still had some latency issues in Reaper though. But deactivating a powersaving feature called "core parking" fixed that aswell. Everybody who has a Hyperthreading cpu should take a look at this:

the core parking thing applies to INTEL cpu's as far as i know. i'm on AMD and have not had the problem.
