How do I insert Time changes in Nuendo/Cubase?

HI, I have this sequence where I need some measures to be 3/4 time and for the life of me I cannot seem to be able to do it in N3. I just want certain measures to be 3/4 and I just cant seem to get just those to change. Any help? I know it has to be an easy thing.

Open the Tempo track (Windows Ctrl T) and use the pencil tool to create tempo changes. Then go to the transport Bar and make sure it says "Track" next to the Tempo button and not "Fixed".

If you need/want you can also conform the tempo to the song (if the song is already tracked)

Thanks but I dont need a tempo change I need a Time sig change. Unless what you are telling me will work in Time sig also.
