Most people in the US don't actually speak English. It's what I call Americanese. Foreign countries seem to appreciate the English language so much more than we do. It's a shame.
 
Is it really possible to freeze a language like English into some sort of "proper" or "correct" form? Anywhere that it's spoken, local idioms, accents, etc. have developed over time, whether it is taught as a first or a second language. And it's constantly evolving over time, borrowing words and phrases from other languages, inventing neologisms and new turns of phrase, discarding outmoded language.

If there is a "correct" English, in which country does it inhere? (or any other geographical or social grouping, if you feel that another category would do the trick) I suppose that in countries where it is taught as a second language, and not used regularly, it may still retain a certain formal rigidity simply due to lack of immersion in the language in concrete day-to-day situations...but even then, local qualities inevitably permeate the language.
