I see the first three bands for ProgPower Europe have been announced and include

Pagan's Mind
Chrome SHift
Manigance

Never heard of the last band but the first two sound promising.

Manigance is a French power/prog band, that sings in French. The music is very good and the singer has a good voice. The production on their albums is also very good and the guitarist is very skilled and creative. Highly recommended band.

Does that mean Pagan's Mind won't/can't play PPUSA then?

Yes they can, Threshold appeared at both shows last year.
