Couldn't skill be evaluated if there was a standard set? Say, take 5 pieces that each player didn't already know and have them learn them and evaluate how close each player gets to actually playing the pieces correctly. It's sorta like in classical, how you have some people who can play the pieces and they are in the orchestra, and then you have people who tried out, but can't play the stuff accurately or correctly and based on their skill level, do not get to be in the orchestra.
It seems pretty simple.
That can sometimes be the case, absolutely. It may actually be the case most of the time, but not everytime. For example is's just as difficult to play an extrememly difficult classical piece as it is to play like T.J. Helmerich, however Helmerich is an 8 finger tapper where you play classical purely fingerstyle. BOth very different.
As far as Dime's skill goes there are plenty of guys who can play his stuff though. He's not that great if you want to be technical.

Both totally different yet extremely difficult to play & not comparable. Whoever said children & Esteban play classical clearly does not get the big picture. Children also play Dimebag solos That girl has likely been working on that piece for years & years (& years) & that is not the kind of classical that 7 year olds play.
To get even more specific I doubt the classical girl could play Domebag solos with a a plectrum (although she has the patience to be able to learn) yet the other guy would be able to play them using his only his pinkie (on both hands)
