Well, it's not radiation and refresh rate as with old CRTs, but it's still a self-luminous medium and the brightness and contrast that comes with that is much more eye straining (especially on longer reading periods) than with e-ink.
Edit: E-ink is of course self-luminous too (and most devices feature adjustable background lighting as well as a contrast control), but only the "pixels" which are actually in use light up. That and it's general characteristics make it virtually as eye friendly as reading a normal book.
Text produced for on screen mediums (like LCDs, TFTs, CRTs) should actually feature white text on dark backgrounds to accustom the medium best. But nobody does it, because it takes the book analogy too far away.
