I don't think the saying literally means teachers don't know what they're doing, but rather that theory and actually doing something in the field are two different things. When you think about it that way, it's true.

The saying means that the people who actually have an ability, use it, and that the people who want to pretend to have an ability, teach it. Which is bollocks, since you can't be a good teacher if you don't master your own subject.
It's a faulty extension of the (often true) saying that "those who can, do, those who can't, talk about it". That saying very often holds truth, the saying we are discussing is a load of wash.
The difference is subtle, but it's a world of difference.
