No, it's not controlled.Just like the govenmet can't control Adult channels provided by the Sattalite networks, same thing about the internet it's impossible.
About viewing Israeli websites it depends on the ISP, some private ISPs don't block Israeli websites.

well it is almost pornographic...but now that i think about it the movie also makes fun of the catholic church which goes good with syria being an islamic state.
and if you have to ban this movie for its sex stuff, you'd probably have to ban the american pie trilogy and tomcats and even 16 candles(my god that movie's old)
