What it really comes down to is the pattern of his practices. For instance, he ignored cases of sexual abuse in order to focus more of his attention on illegal* immigrants. Additionally, rather than turn illegal* immigrants over to INS or homeland security, he put them in tents in 100+ degree weather. He was a Dirty Harry sheriff, which people love. But more often than not, those guys are assholes.
On Dec. 23, 2011, U.S. District Court Judge G. Murray Snow issued a preliminary injunction that blocked Sheriff’s Office deputies from holding individuals believed to live in the country illegally but not suspected of a state crime. Snow made the order permanent on May 23, 2013.
But in between this 17-month time span, deputies were still detaining individuals not accused of a crime and turning them over to Immigration and Customs Enforcement or Border Patrol. According to a spreadsheet Whalen created, this occurred 14 times after the Dec. 23 order in 2011, 97 times in 2012 and 60 times in 2013 before May 23.

I bet he is a massive asshole. Dirty Harrys are needed to do Dirty Harry work. I can't find anything about him detaining illegal immigrants on no charges and also not turning them over to ICE etc. In fact, one of the rulings was that it was outside of the scope of local law enforcement to enforce federal immigration law - evidence of doing so being the number of people handed over to Border Patrol.
