It always seemed to me that Harris's lyric prowess didn't fully come out until later on, with Bruce around. Until that point, the songs usually had a theme of breaking the law/running from the cops or some other kind of immature activities (not that it's a bad thing, but immature is the only word I could think of for it). I don't know if it was an intentional concept, but it does give you a look inside the mind of the early 80's Steve Harris, who would rather write a song like Prowler (jump out of bushes, flash women) than Fortunes of War.
