What is the purpose of this?

There are short, completely out of tune beeps. Sounds like someones SMSing or something on a phone and its beeping as they press the buttons.

Ignoring the rest of the song whether you like it or not, I'm perplexed as to why this would be added in?

Isn't that just a vocal effect? Sort of stuttering, starting at around 0.37?

I believe it's in the whole song at that part of the verse, only the first time louder. Still think it's a repetitive effect of the vocals, can't hear any other beep in the part you're mentioning?

the purpose is to be silly. and i think there shooting for like an electronica ish sound and doing vocal stuff like that seems like its done alot in that style. not a good piece to keep repeatting though

It's not out of tune, but it is a little out of time. It's just one of those circuity sounding synths arpeggiators, and yeah, they probably just thought it sounded cool, but I agree, it doesn't fit in at all.
