What plugin would emulate this?

Saw this on reddit:

It's Johhny Cash with a 4, 8, 16, and 32 channel Cochlear Implant. Makes it sound fucking evil and would be a cool effect to have on a plugin. I don't think a bitcrusher would quite emulate this, any suggestions?

I would try a vocoder with a selectable FFT precision.

I guess setting a vocoder to only 4 frequency bands would sound just as horrible as that first example.

You can get pretty much this exact effect with Digidesign Lo-Fi.
